New Windsor Planning Board Reviews Plans for BioHiTech, Vails Gate Business Center, New Restaurant A t Windsor Commons
Board Waiting for Apple Ridge Applicant to Reschedule

The town of New Windsor’s Planning Board had a meeting at 7:00pm February 13th. A site plan was brought forward for a restaurant that is being applied for in the Windsor Commons strip mall. The plan includes allowance for 117 required parking spaces, and 8 additional spaces another 30 ft away. The inclusion of a large flag pole was added. There are some minor tweaks that the board said are still to be done to the plan before final reviews. Questions were raised about accessibility and universal access and were shown to be included in the plans.
Vails Gate Business Center Plan – This large complex of warehouses and several businesses with an entrance by the Vails Gate railroad tracks that is seeking a 74,460 sf expansion, is partially through the approval process, but remaining issues include concerns over safety of fire hydrants and walls, with fire inspectors still not happy about water line source and accessibility along with some other conditions on the site. The proposal has been sent to Orange County planning and a second request asked for SEQR report. The application still needs to go to Cornwall for review.
BioHiTech – This trash to fuel project near New York Stewart International Airport has been under review for months and already received a positive declaration of likely impact on the environment. The SCOPE has been provided and discussed at the board’s January 9 meeting. While the board has the option to hold a public hearing or hearing(s), or to invite written comments, board members were inclined to go for the former, saying they thought that given the significance of the project and its possible impacts, it should have at least one and possibly two public hearings. Motion to circulate the SCOPE and include a public hearing on it was made and passed.
